The Commission is a unique partnership composed of the governors of the 13 Appalachian states and a presidential appointee representing the federal government. Grassroots participation is provided through local development districts' multi-county organizations with boards made up of elected officials, businesspeople, and other local leaders.
ARC undertakes projects that address the five goals identified by ARC in its strategic plan:
- Developing a knowledgeable and skilled population
- Strengthening the Region's physical infrastructure
- Building local and regional capacity
- Creating a dynamic economic base
- Fostering healthy people
ARC has undertaken a longterm program to encourage entrepreneurship in the 13 states of the Appalachian region. Their mission is to expand the availability of these programs for both young people and adults, by partnering with other organizations, making greater use of the Internet, and sponsoring forums and other activities. CORPORATION FOR ENTERPRISE DEVELOPMENT (CFED) "We envision widely shared, sustainable economic well being. We see an inclusive, productive economy where everyone is fully engaged and appropriately rewarded."
CFED's Focus is on Assets and Asset-Building Strategies. "Experience convinces us that asset accumulation must be the core of effective anti-poverty strategy. Assets such as savings, business, and home equityenable people to invest in themselves and their children and to achieve a measure of economic independence. Assets such as human, social and environmental capital, as well as financial capital, enable communities to hold their own and prosper in the wider economy and to determine their own destiny. Asset building strategies for low-income people and communities have power to transform lives and to command broad-based bipartisan support.
Public Policy determines how assets are distributed, created, and used. Discriminatory policies and practices fostered the current inequitable distribution of assets in the United States. Equitable policy and practices can be just as effective, but with more desirable outcomes.
Building Assets is fundamental to good- inclusive, productive, remunerative, sustainable-economic development policy and practice at the individual, local, state, and national levels. Asset building strategies recognize that economic well-being, social justice, and environmental quality are both compatible and interdependent". Contact Brian Dabson bdabson@cfed.org

Kentucky Science and Technology Council of Lexington KY.Technological innovation has emerged as an essential building block in the creation of new economic opportunities and enhanced competitiveness of Kentucky firms. Council members occupy an important position in the science and technology arena in Kentucky. Their purpose is to improve the capacity of people, organizations and firms to apply science and technology and effectively compete in the global marketplace.
It is the intent of KSTC to help lead in the efforts to transform Kentucky's economy so that entrepreneurship becomes both easier to pursue and more common. They believe the future of Kentucky rests on the ability to nurture home-grown firms and to encourage the innovation, risk-taking and investment that are the hallmarks of a vital economy at the end of the 20th century. In short, entrepreneurship must become both a matter of course and habit of mind if Kentucky is to survive. Contact Joanne Lang, jlang@kstc.org
